The term of a Councilor in office when this Charter is adopted is the term for which the Councilor was elected. At each biennial general election after this Charter takes effect, three Councilors shall be elected. Of the three, the two receiving the highest number of votes shall each hold office for four years, and the one receiving the next highest number of votes shall hold office for two years. At each subsequent biennial general election, three Councilors shall be elected.
