LCDC Goal 11 requires that cities and counties "plan and develop a timely, orderly and efficient arrangement of public facilities and services." Appropriate levels of services refer to: Police Protection, Fire Protection, Sanitary Facilities, Storm Drainage, Planning/Zoning/Subdivision Control, Health Services, Recreation Facilities, Energy/Communications Services, and community governmental services.

Maywood Park lacks vacant land and there are no plans to expand existing city limits through annexation. Therefore the future provision of public facilities and services for new development is not and will not be a concern to the City. However, there is a need for the improvement and provision of public facilities and services such as parks and recreation, and sewer service because there is potential groundwater contamination from the existing sewage systems.

The City of Maywood Park is presently served by the following public facilities and services:

(A) POLICE SERVICE. The City of Maywood Park is serviced by the Multnomah County Sheriff's office which makes four street patrols per day and is financed by contract between Maywood Park and the Sheriff's Office.

(B) FIRE SERVICE. Multnomah County Fire District No. 10 services Maywood Park.

(C) PARKS AND RECREATION SERVICE. The City does not provide park and recreation areas to its residents: Multnomah County and others provide park and recreation services.

(D) STORM DRAINAGE SERVICE. The City of Maywood Park provides partial storm drainage service to the area. When the City reconstructed the following streets: Alton, Campaign, Failing, Mason, Shaver, and 96th Avenue; storm drainage facilities were installed. These streets in Maywood Park are the only arterials served by storm drainage facilities. The Oregon Department of Transportation has constructed storm drainage facilities for the east side of the I-205 freeway, which is adjacent to Maywood Place.

(E) GOVERNMENTAL SERVICES. Maywood Park has a City Council which is elected. The Mayor is elected from the Council every two years. The City also has contracts with the Treasurer and City Recorder who are appointed to their positions. The City Attorney is an appointed official.

(F) PLANNING/ZONING/SUBDIVISION CONTROL. Both Maywood Park and Multnomah County provide planning and zoning control.

(G) HEALTH SERVICES. Multnomah County is the only public provider of this type of service.

Woodland Park Hospital, which is owned by a corporation, is located at 10300 N.E. Hancock Street, which is within one mile of the City.

(H) STREET MAINTENANCE SERVICE. The City maintains the following streets: Campaign, Mason, Shaver, Failing, Alton, and 96th Avenue. Multnomah County maintains the following streets: Prescott, Skidmore, Beech, Maywood Place, 92nd Avenue and 99th Avenue. The City of Portland maintains 102nd Avenue. (Refer to Street Service Map on page 21.)

(I) WATER SERVICE. Currently the City of Maywood Park acquires water from the Parkrose Water District. (Refer to Water District Map on page 22 and the Water Service Map on page 23.) According to the Water District, the existing service is adequate.

(J) SCHOOL SERVICE. Maywood Park is served by Parkrose School District No. 3. (Refer to School District Map on page 24.) The majority of the children attend the following schools: Prescott Elemertary School, Parkrose Middle School, and Parkrose Senior High School. According to the School District none of these schools are at student capacity limits. The School District has completed a recent study which analyzed the problem of these schools reaching their capacity. An elementary school and a junior high school in the District have been leased to private schools as the District does not anticipate a capacity problem to develop. Future coordination between Maywood Park and the School District will be limited because the number of dwelling units will be constant over the next twenty years and there is no method of controlling school age population within those units.

(K) SANITARY SEWAGE WASTE DISPOSAL. Properties within the City of Maywood Park use individual on-site cesspool systems for sanitary waste disposal. Given existing urban development densities in Mid-Multnomah County, the DEQ has found that there is a potential for groundwater contamination. This is due to the reliance on on-site systems used by the majority of properties.

The Mid-Multnomah County Sewer Implementation Plan has been submitted to the EQC; final determination is expected by February 7, 1986.

The key issue raised in sewer plan public hearings was the cost of the system installation on property owners, particularly small households and modest income households. The City of Maywood Park is in the process of negotiating with the City of Portland for the installation of sewers. Maywood Park properties needing sanitary sewers will be able to contract with the City of Portland for such services. Implementation, timing and methods of financing will be dependent in part on any revisions made to the plan and actions taken by the EQC. (Refer to the Sanitary District Map on page 26 and the Sanitary Service Map on page 27.)

(L) SOLID WASTE SERVICE. The solid waste in Maywood Park is collected by the Parkrose Sanitary Service Company owned by Leo Codino and deposited in the St. Johns Sanitary Landfill. The expansion of the landfill in 1982 has added to the site's capacity. Metro is pursuing implementation of an area-wide solid waste reduction program to include material separation, recovery, recycling program and additional landfill capacity.
