A. Every person shall maintain the following things, practices, or conditions on any property used as a residence.

1. All driveways built after February 2004 must be constructed with concrete, asphalt, or comparable hard surface. “Driveway” means the private vehicular drive that connects a house, garage, carport, or other building with the street.

2. Parking areas, other than driveways, must be surfaced with concrete, asphalt or not less than six inches of two-inch minus, or greater, crushed stone contained by a permanent border. “Parking area” means any portion of the property, other than the driveway, that is used to park motorized or nonmotorized vehicles.

3. Parking areas, other than driveways, shall not constitute more than five percent of the total square footage of any property.

4. No motor vehicle or nonmotorized vehicle shall be parked upon any grass or exposed soil surface for more than 48 hours.

5. The unsheltered storage of an inoperable motor vehicle for 30 days or more on any private property within the city is prohibited. An inoperable motor vehicle not located in a garage or other building shall be placed behind screening of sufficient size, strength, and density, such as a solid fence, trees, or shrubbery, to screen it from ordinary public view and to prohibit ready access to such vehicle by children.

B. Definitions. “Vehicle” means any motorized device, not limited by omission, capable of moving or being drawn upon the streets or waterways, such as motorcycles, trailers, carts, campers, boats, recreational vehicles, buses, or other recreational/auxiliary vehicles and as defined:

1. Camper, ORS 801.180.

2. Motor bus, ORS 801.200.

3. Motorhome, ORS 801.350.

4. Motortruck, ORS 801.355.

5. Recreational vehicle, ORS 446.003.

6. Trailer, ORS 801.560.
