If the city council determines there are valid objections to the removal of any tree under this chapter, the removal application must be field-checked prior to issuance of any permit. It shall be checked by persons knowledgeable or by professional foresters or consultants.

Field checks shall be for soundness of the tree; danger to persons and property; effects upon surrounding trees and properties; and aesthetic and ecological impact upon the area. The person retained to make the inspection will be required to make a full report, with recommendations to the council. [Ord. 22 § 00:13, 1983.]
