No new industrial facility, commercial facility, or roadway, whether profit or nonprofit, shall be constructed after May 1, 1976, if it would operate in such a manner as to produce an estimated L_DN in excess of 55 dbA on the property of another person. [Ord. 14 § 6, 1976.]
