No existing industrial facility, commercial facility, or roadway, whether profit or nonprofit, shall be modified to increase the estimated L_DN to produce in excess of the L_DN produced prior to the modification or in excess of 55 dbA L_DN on the property of another person if the facility or roadway produced less noise than 55 dbA prior to the modifications.
